Raxaul–Birgunj customs clearance: documents, timeline, and the mistakes that cost a week

With matching paperwork, a consignment clears the Indian side at Raxaul in roughly 4 to 8 hours and the Nepali side at Birgunj in 1 to 2 days. When the invoice, packing list and transport document disagree, the same consignment takes 5 to 7 days. The crossing handles about 46.9% of Nepal's total import value.

Why Birgunj

Birgunj is Nepal's principal freight gateway, handling 46.9% of import value and 36.43% of export value in FY 2025/26 according to the Department of Customs. It has the Integrated Check Post, the dry port and the deepest concentration of clearing agents and transporters. Bhairahawa (14.51% of imports) and Biratnagar (11.54%) are real alternatives, usually chosen because of where the goods are going rather than how fast the border moves.

The four mistakes that cost a week

Description drift. The invoice says "bags", the packing list says "backpacks 32L nylon", the declaration says something else again. Any assessing officer will stop that.

Weight mismatch. Gross weight on the transport document not matching the packing list is the single most common reason for a physical examination.

An HS code chosen for the duty rate rather than the goods. Chapter 4202 classification depends on outer-surface material, and getting it wrong is expensive twice: reassessment plus delay.

A missing or mismatched Certificate of Origin. Without it the preferential rebate on India-origin goods does not apply and the consignment is assessed at the full MFN rate.

How to plan the timeline

Budget 1 to 2 days for clearance, not hours, and treat anything faster as a bonus. For a delivery date outside the Kathmandu valley, add the last-mile leg on top. The realistic planning number for a full India-to-Nepal order remains three to six weeks from approved sample.
